In reference to your line "The Roman Emperor Septimius Severus who led a conquest of Britain was a full-blooded African, born in North Africa."

He was actually of Italian Roman ancestry on his mother's side and of Punic or Libyan-Punic ancestry on his father's.

Which does not make him a full-blooded African.
