That's the point, he was the ruler of Uganda and most Africans did not support his policies. It is not correct to use him as a symbol of African attitudes. Your sweeping comment, "So much for the Dravidians being "fellow Africans" gives the impression that his policies may have been widely supported by Africans/scholars.
Having said this I believe we should examine the conduct of some of the people he targeted.
The other point of interest is modern Asians who embrace Hinduism with its built in caste system are a far cry from ancient Dravidians.
Generally, Indian Hindus (caste system included) go along in African countries until they have sufficient numbers and political power and they become as abusive as colonizing Europeans. There is sufficient history to show that the caste system mentality is inimical to the best interest of Africans. Of course, I would not advocate kicking them out like Amin did. Europeans have historically rewarded Indians/Hindus as a class/caste of people above Africans because their cast structure favors Europeans.
South Africa is now learning this lesson. The Caribbean (Guyana and Trinidad) is now experiencing this.
