The United States is a country where 75% of the population is white (by latest census). This means that the needs of the majority group will be placed before that of others. That is pretty much the same rule throughout the rest of the world whether you deal with race, ethnicity, language ore religion. majority groups or groups that may constitute a numerical minority while exercizing power (Europeans in Peru, BoLivia and Ecuador who are far outnumbered by the native Americans) in pretty much every nation of the world (perhaps with the exception of the UNited Kingdom and Holland?) are "privilleged" in one form or other. This is true of nations like Iran, Turkey, Arab lands, Latin America (outside Brazil), Australia etc...That is simply (and unfortunately) a HUMAN tradition, not an exclusively American one. Although I grant you, some countries and nations abuse of this practice far more than others.
